About the job

Job summary

The DCMS Shared Services team is a multidisciplinary team of professionals working closely with 9 other government departments (‘the cluster’) to deliver a single HR and Finance system (Enterprise Resource Platform ‘ERP’) and support service for DCMS and cluster departments.
This transformation will require new organisational structures and ways of working at DCMS. The team works with the cluster and partners on the design and delivery of the ERP and with senior leaders across Corporate Services on the associated business change.
We take a people-focused approach to change, and as we move towards our go live date of May 2026, we will be co-designing new organisational structures and ways of working so that we can maximise the benefits of the change and bring people with us on the journey.

Job description

You will report into and work closely with the G6 Head of Organisation Design and Business Change within the DCMS Matrix team. You will plan and deliver organisational change activities to support successful implementation of our new system and service for all colleagues across DCMS, and a new structure and ways of working across DCMS Corporate Services.
As part of this, you will lead organisation design work across our Corporate Services functions, including HR, Finance, Commercial and Digital, working in partnership with leaders and engaging teams to co-create a new target operating model for Corporate Services.
You will bring together your organisation design and change management experience to support design and delivery of our new operating model. You will work collaboratively to systematically map roles and responsibilities, capabilities and ways of working across Corporate Services, ensuring our operating model is clearly articulated and aligned to deliver on DCMS priorities.
DCMS is a relatively small department and so this role provides a great opportunity to be involved in highly impactful work, with significant exposure and influence, within a supportive team.

Person specification

The ideal candidate would have the following key skills and experience.
Essential requirements:

Experience in using organisation design approaches and methods to scope, design and implement organisation design work, in partnership with senior leaders
Understanding of change management approaches, methods and tools and ability to apply them in practice to scope and deliver people and business change
Communication and facilitation skills and the ability to engage effectively with colleagues at varying levels of seniority, including Directors / Directors General
An analytical approach, with the ability to bring together various insights and metrics to inform your approach and work
Ability to work in a structured and systematic way, using project management tools and techniques where helpful
Ability to work collaboratively and inclusively with colleagues and stakeholders at all levels to build trust and effective working relationships

Desirable skills:

Organisational Design and Development Practitioner qualification
Change Management Practitioner qualification
